Applicant: Park Hospital District, David Snow, Hall Render

The District (Park Hospital District) is a health service district under C.R.S. Chapter 32, Article 19 that was established in 1968 and since 1975 has directly provided hospital and related healthcare services in Estes Park.  The District’s service plan was last revised in 1982. 

The District’s Board of Directors (the “District Board”) has approved a new service plan, subject to County Commissioner approval, to facilitate the transfer and integration of its healthcare operations with University of Colorado Health (“UCHealth” and “Integration”).  The Integration was approved by the Colorado Attorney General on September 22, 2025.  Based on that approval, the parties are moving forward with a closing date of November 1, 2025.  One of the requirements for implementing the Integration is that the District modify its Service Plan to reflect the new structure by which the District will continue its purpose of serving the healthcare needs of its residents and visitors.  In summary, the District will shift from directly providing healthcare services to indirectly providing them through the Integration with UCHealth, as is expressly permitted by the Colorado statutes establishing the authority of health service districts.
