Larimer County is sharing a draft camping and parking ordinance and inviting community feedback as part of the public process. The ordinance has not been adopted, and no final decisions have been made. The Board of County Commissioners will use community input to help inform whether and how to move forward. In partnership with Central Federal Lands Highway Division (CFLHD), Larimer County Department of Natural Resources (LCDNR) is undertaking a comprehensive paving project aimed at enhancing and repairing several recreational sites near Horsetooth Reservoir and Carter Lake. Funding from the Colorado Federal Lands Access Program (FLAP) has totaled $11 million, with a $1 million-dollar commitment from the Bureau of Reclamation’s Federal Lands Transportation Program (FLTP), and a $3 million-dollar matching commitment by Larimer County. This funding will be used for significant paving improvements. The project aims to enhance visitor safety and accessibility, upgrade parking lots and campgrounds, and improve pedestrian and bike safety.  The FLAP project follows extensive public input, including the 2017 Reservoir Parks Master Plan Update. Planning, permitting and design occurred in 2021-2024. Public engagement continued in 2024 through neighborhood meetings, info sessions, and a project website, involving over 5,100 community members.  Construction began in June 2025 at Carter Lake, with completion expected in 2026. Horsetooth Reservoir began its improvements in fall 2025 with completion expected later this year.
